INAR Presentation Tucson’s Source Water
Evaluation of PFAS Presented by Jeff Biggs, Administrato

Scientific research has indicated that exposure to certain contaminants of
emerging concern (CECs) pose risks to human health. To respond to these p
otential health concerns, Tucson Water established the Sentry Program in 20
08. The Sentry Program has detected trace levels of CECs at several strateg
ic locations within in the drinking water system. Tucson Water has been tra
cking annual sampling results within their potable and reclaimed water syst
ems to proactively identify and address potential CECs contamination issues
. Tucson Water first became aware of PFAS detections within its syste
m in 2009. The PFOA/PFOS detections from 2009-2016 were well below the prov
isional Health Advisory (HA) established by the EPA in 2009. The HA was set
for PFOS concentration not to exceed 200 ppt and PFOA concentration not to
exceed 400 ppt. EPA revised the HA in May, 2016 to PFOA+PFOS not to exceed
70 ppt. Tucson Water began the process of systematically evaluating its p
otable and reclaimed systems for PFAS impacts. Tucson Water staff took man
y proactive steps to ensure our customers would not be adversely impacted b
y PFAS in their drinking water. This presentation will illustrate eff
orts taken by Tucson Water to mitigate PFAS contamination within the Tucson
Water potable and reclaimed water systems.e.
Jeff has over 40 y
ears of experience in the water profession, including being a certified Wat
er Treatment & Water Distribution Operator. Currently Administrator of
the Source Water Division, Jeff’s experience includes water treatment and q
uality, water resource management, public outreach, intergovernmental affai
rs, and research. Jeff also has extensive management experience, is a membe
r of numerous Boards and committees and received the American Water Works A
ssociation (AWWA) Missouri Section 1993 Meritorious Operator Award, the Ari
zona Public Works Association 2016 Outstanding Public Works Employee Award,
is an AWWA Life Member and a recipient of the Water for People Kenneth J.
Miller Founder’s Award.
Jeff is an avid golfer and was the Chai
r of the Southern Arizona Golf Classic for fifteen years, which raised over
$410,000 for Water for People. Water for People is an international 501(c)
(3) nonprofit humanitarian organization that focus on long-lasting, safe dr
inking water and improved sanitation for developing countries.
